E1: 32: Multi-levl Config Item in Multiple Branches Doesn't Roll Labor Cost to ST/OT

Labor costs are not getting rolled to the ST orders created from a transaction type 2 P assembly inclusion rule.
The component costs and labor costs are getting written to both the sales order detail line and the P3210 message center but not to the ST orders created by using transaction type 2.
Like to have the labor costs written to the ST order generated by using a transaction type 2 component
The issue can be reproduced at will with the following steps:
1. Setup a configured P AIR using transaction type 2 which will generate an ST order
2. Add a R AIR for a routing cost
3. Enter a sales order and check the ST order created for the component
4. The costs are only for the components and do not include the routing labor costs
