E1: 41: When Is The TNAC (Transaction Action) for Outbound Item Master Records in F4101Z1 'C' (Change) vs'UA' (Update-After Image)

Goal

This question is about Outbound Interoperability processing in P4101 Item Master/ P41026 Item Branch.

When making a change to an Item Master or Branch Plant record, the change is being written to the F4101Z1 (F4101 Item Master Unedited Transactions) as TNAC (Transaction Action) = 'C' (Change) instead of 'UA' (Update-After Image). Sometimes it uses the 'UA' but mostly the 'C'. I thought 'C' should only be used for Inbound transactions? Please clarify.
