E1: SEC: User Security Retry Count Does Not Reset Back to Zero with OAM Enabled

When SSO is enabled for Oracle Access Manager, the User Security Retry count does not reset back to 0 failed login attempts once a user successfully authenticates to JDE. The number of failed login attempts remain.
There is no error that accompanies this issue, with OAM turned on the retry count does not reset after a good sign on by a client user.
Is this normal behavior concerning decrementing of User Security Retry count? OR will users have a higher risk of locking themselves out with unsuccessful login attempts?
1) User has a previous unsuccessful login attempt to JDE
2) Login to JDE using Oracle Access Manager Single Sign On
3) The Retry Count does not reset after successful login via Oracle Access Manager Single Sign On
If user checks the F98OWSEC table for the user they were testing with, the SQL shows the following:
