 E1 9.1 / R31B65AZ1I Blend Interoperability

1. Request the ability to create Blend/Grower operations at Draft status with interoperability processing (R31B65AZ1I).
2. Request the ability to also enter Quality results on the interop created Draft status operation.

(This request stems from the current lack of Partial Receipt weigh tag operation processing with R31B65AZ1I.  
The operations can be created but the partial receipt functionality is currently not available.  See Enhancement Bug 22248640 - R31B65AZ1I - Blend Interop - Rec's Does Not Process As Partial Receipts).

With regard to draft status partial receipt weigh tag operations:
Require the ability to mass create Weigh Tag operations at DRAFT status (using partial receipts functionality).
Currently, R31B65AZ1I does not allow operations to be created at DRAFT status.
ACTIVE status, in partial receipt processing, would update inventory which is not desired.

If weigh tags can be created at DRAFT status, a default quantity (i.e. 00.001) can be entered which would also allow the entry of Quality results that may be known prior to actual receipt of goods.   

Advantage of processing weigh tags at DRAFT status:  
    a. Ability to mass load via Interop
    b. No purchase order functionality and no inventory records to be written.
    c. The actual quantity can be entered when final weight is known, thus the same functionality as status Active in non partial receipt processing.
