E1: 45: F00095 Record Reservation Deleted Before F4211 Update (Doc ID 2108205.1)

When run over more than one order, R42950 releases F00095 token before it
runs the F4211EndDocument (BSFN that performs the actual updates to F4211).
This causes problems because sometimes users will come back into the order
they just created to cancel a line, and if it happens to be between the time
when the R42950 has removed record reservation on the order and the time when
the F4211 lines are updated (it can be up to 2 seconds in my tests in the
test environment), then the cancelled sales order line will have the shipment
number and the quantities populated with the values before the cancellation.
The end result is corrupted data in the F4211.
1. Enter 2 single line sales orders with the same item number.
2. Change the price on the item in the Item Master base price revisions.
3. Run R42950 over both orders with UBE logging on.
4. View the UBE log and notice on the first order the F00095 records are
deleted before the F4211 is updated.
