E1: JAS: Unable to View or Save PDF Output from Submitted Jobs, Creates File Names with Strange Characters (Doc ID 2111027.1)

On some machines using IE 11, unable to view or save PDF output from submitted jobs. The file names have long strange looking characters and unable to open using IE. But if use Firefox, the files download correctly.

No errors except a message on the screen that shows a message: "What do you want to do with rVaAsYM2ZO9925J8txxxxxxxx..."

Steps to Duplicate:
1. Open Work with Servers - Submitted Job Search P986116 ZJDE0001
2. On a grid row for any UBE that produces a PDF, choose View Output or Row --> View PDF
3. Error message displays
