Symptoms

The server update package process always checks for Data Dictionary item changes and always finds a data item that has been changed. This will cause the build process to lock the server while the local specs are deleted then recreated. This will happen every update package even though no data items have been changed and the specs have already been recreated prior to the build. You will see the following entry in the svrpkgbuild.log:
