E1:17: Prevent Creation Of Service Orders and/or Service Contracts When Equipment Is Inactive

Prevent creation of service orders and service contracts when equipment is
inactive (Inactive status (EQST) such as '1D Disposed destroyed)
Keep the behavior on "Allow WO" flag, preventing service order creation if
this flag is checked..
However, create "Allow Contract" flag in equipment master revision, if
unchecked, it would PREVENT service contract creation by P1720/P1721 on this
equipment, if was checked/ticked , contract creation is possible.
The Current "allow WO" feature, as it is, is not that flexible from a
business perspective. It would be better to prevent/allow service order and
contracts creation according to the status (EQST), if for instance the status
has a special handling code in UDC 12/ES defining if transactions are allowed/forbidden)
This would limit the risk of sending technicians, material and invoices for
obsolete piece of Equipment
