E1: XMLP: All BI Publisher Jobs Starts Failing with FX Error After Running for a Few Days and Warning "JDB4200003 - OPEN TABLE NOT CLOSED" Found in Logs (Doc ID 2117298.1)

Symptoms

On Tools Release 9.1.4.1, Business Intelligence (BI) Publisher Report Definitions (RD) jobs are failing intermittently. All RD jobs will start to fail after 7 to 10 days. They stop processing and ends in "FX" error job status as shown in the Report Definition Job Control Search application (P95630). Some of the RD jobs fail with "X" error job status. The UBE runs successfully and creates the XML output but it will not process through BI Publisher. Ending or restarting the XML kernels does not resolve the problem. The administrator has to end and restart EnterpriseOne (E1) services. This requires all users off the system for a short period of time. After restarting of E1 services, BI Publisher reports will function normally again for another few days. Users are able to Republish the BI jobs at FX status in P95630. 

This problem seems to occur more frequently with a higher volume of BI Publisher jobs. With the typical volume, BI Publisher jobs will fail after 7-10 days of up time.

The issue has the following business impact:
Due to this issue, RD jobs fails every 7-10 days and E1 services need to be restarted. Production need to be down for services to be rebooted. Time is wasted to re-publish failed jobs.
