Symptoms

R07200 (Pre-Payroll) / B0700009 (Create Tax Detail Records)

When negative hours are generated automatically by R07200/B0700009 for an AutoPay employee the local tax types need to record the applicable negative gross pay for consistency. This is a valid scenario where an Adjustment Interim is not the correct workaround. The same tax areas processed with positive hours/lump sums do create 'LR' county and 'M' city tax records so they should also be created for negative timecard records. This issue began after applying the fix for Bug 22066186 and it is necessary for these negative timecard records to impact local gross pay the same way as it did historically.
