R07136 (Tax Summary Repost)

When there are no F06166B (PA Act32 Tax Detail) records for a PA employee the R07136 (Tax Summary Repost) creates the F06166B from scratch based on the F06166 (Tax Detail), but the records are slightly different than when created by B0701070 at Final Update. Obviously the zero-tax F06166B 'W' records cannot be recreated since that level of information is not stored in the F06166, but there are also differences in the SCDC/DESC03/RTAM. Upon subsequently running R07136 with the PA Act32 processing option set to '1' to repost/populate the F06136B (PA Act32 Tax Summary) table a bad 'R' residence record is created. This record has an incorrect tax amount that is nowhere to be found in the F06166/F06166B Tax Detail or paycheck details. Also the second 'R' record with the correct taxes incorrectly remits (F06136B.DESC02) to the residence instead of the work area.
