E1: 13: Failure Analysis To Be Mandatory when Closing a Maintenance Work Order

Failure Analysis should pop up (and make mandatory to be inputted) while closing the maintenance Work Order.
In customer's Organization, the work order is created by "Production" as a work request for maintenance to do the job. Production will input manually the problem based on their understanding. At this time, F/A should not be filled because the best person to record F/A is from Maintenance Department (Not Production Department).
After that, Maintenance will do the maintenance activity (steps: planning, material, labor, execution, etc). Once it is done, Maintenance will close the request/work order. While closing the work order, Maintenance is mandatory expected to fill Failure/Analysis/Resolution record.
