E1: JAS: Incorrect Online Users Count in Server Manager Display Causing Log In to Fail for Users on JAS Instance

Users are unable to login to JAS instance. The error "An Unknown JAS sign in error occurred" is displayed on screen.
While checking the 'Online Users' count from the 'Instance Information' pane on the left, you find that it has reached the value of 'Max Users' (Default value 100) defined in the [OWWEB] section of the JAS.INI.
However the total number of users counted from the number of rows in Runtime Metrics->User sessions is much lesser. So once the Online Users' count matches the 'Max Users' defined in the [OWWEB] section of the JAS.INI, no new user will be able to login to JAS instance.
