E1: BSSV BSSV Service Does Not Startup Successfully (Doc ID 2136343.1)

Symptoms

You are not able to start the BSSV instance successfully.

You also noticed that it doesn't generate any logs under Server Manager Agent for BSSV.   The WebSphere Systemout.log shows -
