ACTUAL BEHAVIOR
---------------
When releasing a sales quote to a sales order via P420111, values from user reserved columns URCD, URAT, URAB, and URRF in the F4211 are copied to the F4201.

EXPECTED BEHAVIOR
-----------------------
User reserved values in the F4211 should not be copied from detail to header.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1) P4210. Enter a stock quote order.
2) Manually SQL data into user reserved columns URCD, URAT, URAB, and URRF in the F4211 to simulate a customer’s use of user reserved fields.
3) P420111. Release the quote to a sales order.
4) Databrowser. Check the F4211 and note the values in the user reserved fields were copied from the quote. This is correct.
5) Databrowser. Check the F4201 and note the values in the user reserved fields from the F4211 were copied from the quote into the F4201 when no values existed before. This is incorrect.

Due to this issue, incorrect user reserved data is populated in the F4201.
