Configured Phantom Processing by R31410

Per document 819368.1, when a configured item is set with a line type such that it does not create a work order, the system treats this as a phantom item.

Running R31410 over a work order with a configured phantom component the system is attaching the configured phantom component instead of the purchased item 

With this setup the system should update the parts list with the component due to the configured component being treated like a phantom

The issue can be reproduced at will with the following steps:
1.Create a parent configured item. Stock type C and Line Type W
2.Create a phantom configured component. Stock type C and Line Type S
3.Create a purchased item
4.Add a simple configured item segment
5.Add a Q assembly inclusion rule for the phantom configured item for the purchased item with a operation sequence
6.Add a P assembly inclusion rule for parent calling the phantom configured component with a different operation sequence
7.Enter a work order
8.Run R31410 to attach parts list
10.The parts list is updated with the Configured component and not the purchased component
