E1: 12: Blank Record Created by R12825 Even Though No Amounts Posted to F1202 in Previous Year

Symptoms
There must be an amount in the Fixed Asset Account Balance (F1202) file for the current year (year 1) in order for the Fixed Asset Account Balance to create a F1202 record for the next year (year 2) when running the R12825 (Asset Account Balance Close). That being said, when the start depreciation date is a date in the next year (year 2) the R12825 will create a new record even if there is no amount in the F1202 for the current year (year 1).
