E1: SVM: After Enabling SiteKey Server Manager Doesn't Prompt For "Synchronize Configuration" When Saving Passwords For HTML Instance (Doc ID 2157590.1)

Symptoms

After enabling SiteKey feature on Enterprise Server and saving passwords using Server Manager, SM console doesn't shows "Synchronize Configuration" option for HTML instance.

The <password> has been successfully updated under JDBJ.INI located under SM Agent's config location, however its not updated under owl_deployment location.

Due to this changes are not getting updated at the JDBJ.INI which is located under WebLogic structure after restarting HTML instance.

SM Agent logs shows following messages -
