E1: IOT: IoT Orchestrator Studio Causes JVM Out Of Memory Error/ AIS: Trying to Get Meta Data Only

When attempting to add an IoT service request under the Available Actions for application P31123 form W31123A version CE00003 (or ZJDE0001) the IoT Studio will hang and the connected JAS instance log will show a warning of 07 Jun 2016 12:43:57,062 [WARN ] TPL0515 - [RUNTIME] TPL0515 reaches the threshold(10000) for the memory cached row on form P31123_W31123A/P4104_W4104C.
This causes rapid heap allocations that appear to invoke superbackflush business function repeatedly on JAS instance and the Studio Available actions does not populate.
Other service requests such as the examples or P01012 come up ok. We also attempted to view a custom application PQ531123 WQ531123A that is based on the P31123 application with similar issues. --> Review solution on how to use Form Interconnect Values to avoid this issue.
1. Allow IoT Orchestrator Studio Available Actions to pull up the P31123 W31123A specs so we can create an orchestration. (Desire is for the custom application)
2. Ensure that JAS instance does not go into a loop allocating memory and cause the instance to hang when using IoT studio
