E1: DB: Unable To Sign Into DEP920, or PLANNER Environment on Deployment Server (Doc ID 2160618.1)

Symptoms

Client is unable to log onto the deployment server, both the Planner, and Deploy environments are affected.


STEPS TO REPRODUCE ISSUE

  1. Sign into deployment server as JDE
  2. Receive below error messages in jde.log
2468/3816 MAIN_THREAD Mon May 30 15:13:55.453000 dbinitcn.c929
OCI0000065 - Unable to create user session to database server

2468/3816 MAIN_THREAD Mon May 30 15:13:55.453001 dbinitcn.c934
OCI0000141 - Error - ORA-01033: ORACLE initialization or shutdown in progress

2468/3816 MAIN_THREAD Mon May 30 15:13:55.453002 dbinitcn.c542
OCI0000367 - Unable to connect to Oracle ORA-01033: ORACLE initialization or shutdown in progress

2468/3816 MAIN_THREAD Mon May 30 15:13:55.453003 jdb_drvm.c798
JDB9900164 - Failed to connect to E1Local


The alert_e1local.log reported:

Errors in file E:\ORACLE\diag\rdbms\e1local\e1local\trace\e1local_ora_2008.trc:
ORA-01110: data file 5: 'E:\JDEDWARDS\E920\PLANNER\DATA\JDECTL920.DBF'
ORA-01114: IO error writing block to file 5 (block # 1)
ORA-27041: unable to open file
OSD-04002: unable to open file
O/S-Error: (OS 5) Access is denied.
ORA-01201: file 5 header failed to write correctly
