E1 9.1 / R3483 Multi-Facility MRP

R3483 generates excess 'O' (order) messages instead of Defer and Cancel messages for existing supply orders (purchase orders in the tested case).
This problem occurred in the following scenario:
- Multiple parent items with the same component (all in the same branch plant).
- Component item setup with Minimum Reorder Qty and Safety Stock.
- Combination of Sales order and Forecast demand from the parent items.
- Several existing component item purchase orders. One of the purchase orders contains several lines (different request dates) for the component item that have the same request
date as some of the other purchase orders (i.e. two purchase orders for the same request date).

Before running R3483, the component item already had excess supply in the form of purchase orders, all at the Minimum Order Quantity.
R3483 should have created an Expedite message for the earliest existing purchase order and several Defer messages on the next few existing orders and several Cancel messages
on the rest of the existing purchase orders. Instead, R3483 generated a mix of incorrect Expedite, Increase and new Order messages.
