E1: 08: FLSA in Employee Status Change Request (P08720) Incorrectly set to N (Doc ID 2166916.1)

Symptoms

Since applying the latest ESU for Employee Status Change Request (P08720) which included Bug 21131476 the FLSA Exempt Y/N is showing blank for New Value when the Tax tab of the request is opened. If a value is changed on another tab the New Value for FLSA goes to N.
The FLSA Data Dictionary Default Value is N. The current Employee Master shows Y in P0801CMP. The Job master shows Y for the job assigned to the employee.
If the user does not notice the FLSA has changed to N and saves the request and the request is approved the employee master FLSA is updated to N.

This only happens when a change is made in P08720 other than a job change. If a job change is done the FLSA is correctly set to Y.
