E1: 31: Cost is Applied to Only First Lot After Completons is Done for More Than One Lot

The cost of two separate completions for two separate lots for the same work order is applied to first lot but not rest of the lots.

The cost of the second lot and the cost adjustment line are not being written to the cardex

The expectations would be for the cost to be for both lots instead just the first one

The issue can be reproduced at will with the following steps:
1. Create a parent M stocking type item that is lot controlled, inventory cost level 3 and 02 cost method for sales inventory
2. Create a Purchased component with inventory cost method 2 and 02 cost method for sales inventory
3. Create a bill of material
4. Add a work order for two
5. Attach the parts list
6. Issue all material
7. Complete work order for partial qty to one lot
8. Complete work order for the rest of the qty to another lot
9. Check the Cardex and 4105. The total cost is on the first lot
