ACTUAL BEHAVIOR
---------------
Running R34A1500 VCP Inbound Processor does not create any planning messages from inbound XML files

EXPECTED BEHAVIOR
-----------------------
Expected to see ASCP recommendations updated in F3411

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Publish ASCP results
2. Verify that XML files are created in Inbound directory
3. Run R34A1500
4. Verify that planning messages are not created in F3411
