Symptoms

Setup labor using fixed rate is incorrect after running simulation R30812

The fixed labor (setup) cost is not being calculated down to primary when simulating costs

Need to have fixed setup labor calculated to primary when running R30812

The issue can be reproduced at will with the following steps:
1. Create a manufactured item (M stocking type) with accounting cost quantity
200. Primary UOM = IN and Production UOM = FT
2. UOM conversion 1FT = 12IN
3. Create a purchased component item (P stock type) with cost equal $1,000
4. Create a work center
5. Direct labor equals $20 and setup labor equals 1,000
6. Add a Bill of Material for the parent item from step #1 with component
from step #3 as fixed at a quantity of 1.
7. Batch UOM equal to FT (Production UOM)
8. Add a route for the work center created from step #4
9. Batch UOM equal to FT (Production UOM)
10.Run labor equals 2 hours and setup labor equals 1 hour
11.Run the simulated rollup R30812 on the parent item from step #1
12.A1 material and B1 run labor are correctly calculated
13.However, B2 setup labor is incorrect and not converted down to the
expected Primary UOM cost
