Errors in work center after successfully processing R47071

After processing R47071 for a Purchase Order with Landed Cost Rule with zero/blank percent, amount and rate, error is generated in the work center.

R47071 does create the proper entries in F43121 Received Not Vouchered, and closes F4311 Purchase order line, but these errors become a false negative.

Workcenter Error:

Subject : Job has completed
Job Completed with Errors

CAUSE . . . . A cursor was not able to be opened because the Cache Init was not successful or cache I09UI003 was empty. 

RESOLUTION. . Verify that the Cache Init was successful and that records exist in your cache prior to the Open Cursor. Check the JDE.LOG and JDEDEBUG.LOG for additional information

R47071 Record completes successfully, updates F4311 closing order line as expected and writes the OV Receipt to F43121 RNV

The issue has the following business impact:
Due to this issue, users get a false negative erroneous  error message written to the work center regarding I09UI003 cache
