E1: E1Page: Non English Classic E1pages Not Displaying and giving a Null Error

After applying tools release 220.127.116.11 any time a user with a language preference different than blank signed on to E1 gets the loading icon for a while and then the following message.
- Sorry, page requested 'null' was not available in a timely manner. Please reload the page to try again or check with the system administrator to make sure it is accessible.
Error in log file may be something similar to:
