Details
The Australian Tax Office (ATO) is mandating that employers with 20+ employees provide STP Reporting to the ATO. This legislation is set to go into effect 1 JULY 2018 on a mandatory basis; however, employers with a viable STP software solution can begin submitting this to the ATO as early as 1 JULY 2017.
Please refer to this document periodically as we will provide updates to continue to communicate our progress through this process. As Oracle has a deferral for STP from the ATO until 30th September, customers will still have plenty of time to start submitting live files to the ATO.
Updated 12/10/2018
Oracle JD Edwards Single Touch solution has successfully passed ATO Product Verification Testing and the product is now whitelisted (Product ID: 959940). JD Edwards customers can now start submitting their STP files to ATO, though customers still have until the 31 December before they must start submitting files, due to the deferral that ATO has granted Oracle. In the meantime, Oracle will continue to work through any reported issues. Customers are strongly encouraged to stay code current to leverage the fixes. Oracle will not be applying for any further deferral extension. If customers encounter any specific issues impacting their go-live dates, they may need to request further deferral extension from ATO on their own.
Updated:6/18/2018
ATO has additional requirements for a “Whitelisting” process, where all payroll products offering STP solution must complete a testing process with ATO. Until that process is complete the ATO will not accept an STP file from any of our customers. We are currently working on completing this Whitelisting process. The software is being made Generally Available so that you can start data capture for any additional fields, validate that the STP XML file gets generated successfully and can be transmitted to the third party service provider that you have identified. We will update the Whitelisting information as soon as we complete the process.
If you believe that you will need additional time beyond September 30, 2018 to be compliant, you can submit a deferral request to the ATO. Oracle does not assist with the deferral process, please contact the ATO for information and deferral process guidelines.
Updated: 2/8/2018
Oracle has received a deferral extension for STP filing until 31 December 2018.
Documentation on Single Touch Payroll functionality can be found in Chapter 16 of the Australia Payroll Processing Implementation Guide.

Employer XML
Sending Service Provide (SSP) Information
The JD Edwards EnterpriseOne Australia Payroll system enables you to generate the payroll data XML file as a part of the payroll. This file meets ATO specifications for STP. It is a collective decision from all Oracle Products supporting Australia Payroll (JD Edwards EnterpriseOne, PeopleSoft and Enterprise Business Solution) that we will not be providing the Web Services access to transmit the Australia Single Touch Payroll XML file to Australia Taxation Office. Customers need to work with a Sending Service Provider (SSP) to determine their end-to-end file submission solution.
Oracle does not recommend any particular SSP, but you could reach out to the following people whom we have worked during the STP project. Customers need to contact them directly and make any arrangements as necessary. There may be other SSPs other than those listed here. Once again, these are recommendations and we do not endorse any of these.
