E1: XMLP : Report Definition Jobs Stay in WX Status for Extremely Long Time or till Services are Restarted (Doc ID 2195755.1)

Symptoms

Submitted Report Definitions stay in WX ( Waiting for Publish ) status for extremely long time or till the time services are restarted . The XMLP kernel jdedebug logs do not show polling SQL statements at expected time interval . Instead they will show a continuous repeated message as shown below :
