E1:OUTBND Enabled JMStopic and Cannot Deliver Messages to the Queue In WLS with "[EVENTPROCESSOR] JNDI lookup of Topic failed:" error message (Doc ID 2201996.1)

Symptoms

On : 9.1/9.1.5.7 WLS 10.3.6

When generating  RTE events from E1 with JMSTopic subscriber type,  the messages are not getting to the Queue in WLS.
the following error occurs.
