E1: 01: UDC 00/S And State/Province Codes At Country Level (P0004A, P01012)

Information in this document applies to any platform.
The same State/Province codes exist for multiple countries, for example:
- MT = Montana (US), Mato Grosso (Brazil).
- RO = Rovigo (Italy), Rondonia (Brazil).
- BA = Buenos Aires (Argentina), Bahia (Brazil).
These State codes are needed to print correct addresses according to the Universal Postal Union (UPU) address formats.
The US Customs and Border Protection website, section International State/Province Codes, also publishes a list of International State and Province Codes by country. The list was last published on November 12, 2013.
Currently the State UDC list 00/S is not by Country so it does not effectively support the same State/Province code for various countries.
Clients are requesting to have State/Province codes by country instead of system-wide, to be able to print correct addresses. This is so that users can effectively use the same state code for different countries.
