E1: 90CG: 17: Incorrect Entitlement of Cases That Has No Active Contract Lines (Doc ID 2205306.1)

Symptoms

Case is getting entitled with a contract that has no active contract lines for the asset. Also P1723 is displaying the expired contract lines which should not happen unless display expired check box is checked.
