E1: 31: 02 Actual Costed Completion With Parent Scrap using Super Backflush Does not Add Cost into the Finished Good

Using 02 actual costed work orders and super backflush, when completing a partial quantity with the remainder going towards parent scrap, the system creates an IS and IC entry to the cardex for extended costs that totals the amount of the work order.

The expectations are for the scrapped amounts added into the cost of the finished goods in the cardex and the unit cost to be the total cost divided by the partial units completed for the F4105

The issue can be reproduced at will with the following steps:
1. Create an actual cost parent manufactured item using 02 cost
2. Create an actual cost component item using 02 cost
3. Add a BOM
4. Add a Route for 1 hour of labor
5. Enter a work order for 10
6. Attach the parts list and routing
7. Run super backflush and complete 8 and scrap 2
8. Cardex is updated with an IC and IS transaction for the parent but no IC cost adjustment is getting generated to add the cost of the scrap back to the finished good
