The following is a list of Affordable Care Act (ACA) Processing reported issues for the 2016 report year.

As reported bugs are fixed, it is imperative that you are code current. HOURS OF SERVICE PARAMETERS P081162 INCORRECT END DATE

When a user selects an existing Hours Of Service grid row and tabs through the controls (including calculation method that is setup as Look-Back) the Measurement Period End Date is changing to one month after Measurement Period Start Date (minus 1 day).

PRELIMINARY APPLICATIONS & REPORTS

OFFER & COVERAGE P08117 DOES NOT ALLOW BLANK VALUE FOR LINE 16

The Offer and Coverage application, P08117 does not allow Line 16 to have a blank value. Blank is a valid value in the UDC table, however a "blanks invalid" error is thrown when trying to use blank.  Using the a blank value should be allowed as we have the option to have Line 16 blank when Line 14 is 1A. The IRS instructions state this ability.  Instructions state:  The ALE Member may, but is not required, to enter an applicable code on line 16 for any month for which code 1A is entered on line 14; a Qualifying Offer is, by definition, treated as an offer that falls within an affordability safe harbor even if no code is entered on line 16.

R08118 PERIODS OF EMPLOYMENT IS TAKING A LONG TIME TO PROCESS

The R08118 has a select statement that is taking 16 seconds to process for each employee in the F08042.

When there are millions of records in this table, the R08118 is taking hours to run.

When inquiring on a computer generated record in the P081161, the next numbers is incrementing by 1.

IMPORT

IMPORT OFFER AND COVERAGE SUMMARY INFORMATION P08119 DUPLICATE KEY

When importing 1095-C data in P08119 W08119C and clicking ok a 'Duplicate key not allowed' error message is given.

The business view V08119A 1095-C Offer and Coverage - F08119 (All columns) was changed from a single table F08119 to a join of F08119 and F060116.
This causes a failure with duplicate key to insert to F060116 and then corrupts the key for insert to F08119.

WHEN IMPORTING INTO THE F08120 IF SELF INSURED FLAG NOT IMPORT TO F08119 ERROR

Red Herring error when importing into the F08120 if Self Insured Flag not imported into F08119. When imported the F08119 and forget to flag the self-insured flag (leave it blank) then when trying to import the F08120, kept getting an error saying your record does not exist in the F08119 when indeed it did. Would like to have a more meaningful error instead of record does not exist in the F08119 error.

1095-C PART II:
 

1095C DOES NOT SHOW THE CORRECT CODES WHEN THE EMPLOYEE CHANGES TO CONTRACTOR

When an employee changes to a contractor during the year, the 1095C does not produce the correct codes for coverage. For example, an employee was an employee with for the first 3 months (Jan-March) of the year. In April, the employee changed to a contractor with no benefits.  Line 16 on the 1095C is showing as blank, not 2A.

 

When the records in the F08118 (period of employment) are deleted for the months that the employee is a contractor, the 1095C form receives the correct values.

The system does not know that the employee is a contractor.  

Have the system recognize when an employee changes to a contractor and vice versa.

R08119 CAUSES EMPLOYEE IN WAIVED COVERAGE TO HAVE 2C IN TERMINATED MONTH

Since applying Bug 25232221 which enabled a blank Line 16 for Line 14 1A the R08119 is incorrectly populating the terminated month with 2C for employees in waived coverage. This could be resolved with the new processing option by setting the #8 in Processing tab to 1 but then this affects other settings for employee's in coverage plans that are setup to get 1A and 2C but then are terminated as the termination month is set to blank.

EE terminated middle of month benefit goes to end of the month 1095C Line16 2B

When an employee is terminated in the middle of the month however his benefit enrollment continues till the end of the month, 1095C is incorrectly showing 2B on line 16 for that month when it should be 2C.

Retirees that were not employed the full year and waived medical coverage due to a life event (Medicare eligibility, deceased, etc.), on Part II, Line 14 shows “1G” for the individual months they were covered, then “1H” for the months they were not covered. Code “1G” can only be used in the “All 12 Months” column.

On Part II, Line 14 they should show the code “1G” in the “All 12 Months” column. Code “1G” means they were not employed at all in the year, but had coverage at least one month in the year. Months they were covered will be identified in Part III.

New hires with more than one month as a waiting period on Part II, Line 16 have a blank the second waiting period month. Also, new hires that started on the 1st of a month show a blank on their only waiting period month.

On Part II, Line 16, the waiting periods should be identified with code “2D.”

Employees moving from Part time/Temp to Full Time, in a limited non-assessment period (LNAP), on Part II, Line 16 show blanks after the initial month in an LNAP.

On Part II, Line 16, all LNAP months should be identified with code “2D.”

1095-C PART III:

R08120 PROCESSING OPTION REQUEST TO OVERRIDE DEPENDENT ENROLLMENT DATE

Enhancement Request for ACA R08120 to have a processing option, similar to the Employee processing option begin date option, but to allow you to

override the Dependent Begin Date. 

Dependent records Begin Date (F08336/EFT) are entered as xx/16/xxxx since that is the date the employee is enrolled. But this is because the check date is in the next month, the coverage is effective the 1st of the next month. Ex: 12/16/16 is effective 01/01/2017. The dependents are showing an enrollment date that's too early.

P08119 PART III DEFAULTS FOR SELF INSURED WAIVED PLANS AND CANNOT DELETE ROW

When a 1095-C form is changed through P08119, and the employee's enrollment is in a waived plan (Non-Participating Flag is checked), the employee information defaults to Part III.  Part III is not completed if the employee's enrollment records are for a waived plan, which indicates that
they did not enroll in coverage but waived coverage.

This bug is a result of the change made for Bug 24600989
