When confirming a shipment that has No Carton recommendation records in either F4615 or F4620 and with P4205 set up with Carton reconciliation ON it seems to be still looking for cartons and issuing error ID 180O - Carton/Shipment Item Reconciliation Fail.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Turn of Standard Pack OFF in P40040 or alternative make sure there are no standard packs set up in F460131
2. Enter order / shipment and make sure no F4615 record is created
3. Set up P4205 with Carton reconciliation ON
4. Ship confirm shipment and receive error
