Symptoms

When trying to start the E1 Services of 9.2.x Enterprise Server, Enterprise Server fails to start with below error message

Security Kernel.log shows

LIB0000659 - Error, cannot decrypt zero-length byte array

1852/2024 Thu Dec 15 01:04:16.566001 secutil.c295
AES decryption failed
