E1: INST: OUI fails with UnsatisfiedLinkError: Can't load library error - can't find file on workstation \ext\lib\E1UtilsJNI.dll (Doc ID 2215242.1)

Symptoms

Install process for installing either an update package or full package fails on multiple workstations with the following error while launching OUI:

"Abnormal program termination. An internal error has occured. Please provide the following files to Oracle Support:

C:\...\installActions....log
C:\...\installActions....err
C:\...\installActions....out"

In the installActions log file these errors are reported:

 



Further inspection shows that the E1UtilsJNI.dll isn't in the specified directory.
