E1: BSSV Package Fails with "does not exist" Compile Error - TR 9.2.1.0 (Doc ID 2215847.1)

You have upgraded Tools Release to 9.2.1.x. The BSSV package started to fail.

Facts:

You have verified that x:\JDEdwards\E910\DV910\java\sbfjars contains the jar file for that object.
You do not see this object in Unjar_BusinessService.log.
F98603 (Business Assembly) has correct information for this object. (SMSBFEPFLG=1)
The record exists in F98780R for that object.
When you do "export" in P98780H for that object, it creates 1kb Par file. You are not able to extract the par file.
In the sbfbuild.ini (sbf folder in the package folder), it lists the object to build.
