E1: 08: R083460 Reports EE Only Plans with MIN/MAX Dependents as Missing Dependent Information

Goal
For ESS purposes, if a Plans is set up to require Dependents, the Plan or Plan Option will require the Employee Only option set up with a Minimum Dependents of 1 and Maximum Dependents 1. The requirement for the Employee Option counts the employee as the Dependent. No other Dependents are associated to the Enrollment record. With the scenario, when running the R083460, the report produces an exception to all enrollments in Employee Only Plans. The exception is that the Enrollment Records are missing Dependent information. The R083460 should be modified to not to produce an exception when an Employee Only option is set up with a Minimum Dependents of 1 and Maximum Dependents 1. The setup is valid and required for ESS to function correctly, however, there should not be any Dependents attached to the Enrollment Record. The exception should not be reported in the R083460.
