E1 9.1 / R3483 Multiplant MRP

After applying ESU JM20387, R3483 is generating incorrect supply (PLO) requirements.
It appears that the beginning available quantity (BA/BAU) is being ignored, resulting in excess supply in some cases and too little supply in other cases.
In each case, there exists past due supply orders.
R3483 is run with Forecast Consumption and Interplant Demand Consumes Forecast turned 'on'.

The problem(s) appear to go away if the B3400500 is restored to pre-ESU code.

The following scenarios are examples:
Scenario 1: Item is setup with a Minimum Order Quantity of 200.
                 BA = 148. One Past Due supply order of 200. -PWO 408 in first non-PD bucket.
                 R3483 generates: Two B (Order/Expedite) messages, each for 200. *One is not needed (excess).

Scenario 2: Item is setup with a Minimum Order Quantity of 25 and Safety Stock of 53.
                 Three Past Due supply orders totaling 97. On-hand is 5. BA/BAU in PD1 = -48. -PWO 125.
                 R3483 generates: One B message for 28 does NOT cover the requirements.

Scenario 3: Item is setup with Planning Fence Rule H (FCC), Multiple and Max Order Quantity = 15.
                 BA = 65, One Frozen Past Due supply order for 15, PD2 Sales order for 80
                 R3483 generates: Five B messages each for 15 (excess of 60).

R3483 : PD periods = 2, Gen Mode = 2, Gen Type = 4, Safety Stock Decrease = 1, Forecast Consumption Logic = 1, Interplant Demand Consumes Forecast = 1
