Symptoms
On E1 Release: 9.1 and 9.2 / Tools Release: 9.1.5.2 / 9.2.0.1 / 9.2.0.2 , Enterprise Server: AS400 / Database: DB2
After deleting a package, a new update or full package build fails to build. The following can be seen in the logs:

The issue can be reproduced at will with the following steps:
1. Build a update or full package
2. Delete the (now previous) package
3. Attempt to build a new package
4. Package fails
