E1: 43E: P43E20 Confirm Receipt Selection Pop Up Box Is Incorrect After A Reversal

Symptoms
P43E20 Requisition Receipts program and P43E214 Reverse Requisition Receipts.
When a user selects a line to receive and presses the Receive button, a Confirm Receipt Selection pop-up screen appears to confirm:
Full receipt
Partial receipt
If the user enters a partial amount, the pop-up confirmation box is showing it as a Full Receipt (which is wrong), thus the system closes the Requisition and shows the status for the Req. as completed. This does not allow further receipts even though there is an open amount to receipt left.
This problem happens on order lines that have previously had a partial receipt reversed.
