Unable to check in new application after tools release upgrade to 220.127.116.11.1 fix pack
The user sees the following error in the logs:

STEPS TO REPRODUCE
1. creating a new app in OMW
2. Check in the new app and you get error checking the app
Note: There is no issue checking out/in "existing" Standard or Custom applications. The problem only happens with a new app.
