ADP Tax Service Quarterly File Table Conversion / R89078502

When an employee resides and works In PA (Pennsylvania) but the resident geocode is NOT in F0701730 (Populate Vertex Filling Status), R89078502 is Not reporting X2 Values in the .Qtrly file.

If the resident tax area is not in F0701730 the system should look in F078504 (Local ADP Code Table) for a Code setup for that resident tax area.
If it finds it it should report X2#### where #### is the ADP local code from F078504
If it does not find it in F078504 then it should report X29999
