On : 9.2/ WLS 12.1.3 version, Interop - AIS

After upgrading to tools release, the AIS instances cannot be managed via Server Manager (SM) after upgrading to tools release as shows at Failed status. However, the in WLS console  AIS instance is up and running. The WLS admin console fails to start from SM , but starts from command prompt.
