Symptoms

 If a form exit or row exit button has a hot key combination defined, but the button itself is disabled in design or is disabled using "Disable Control" system function, any end user can still press the disabled button using the hot key combinations. This allows an end user to  access certain forms or reports which are restricted by design of the application.
