E1: 31: System is Generating Warning 32OR1 When Completing a Manufactured Work Order that is a Component of a Configured Work Order

Completing a manufactured work order, that is a component of a configured work order, the system is generating warning 32OR1 (Orphaned Records in F3215) and the records appear to be valid in both F3201 and F3215.
This warning is current after applying bug 23755000 that changed the previous hard error 2838
The setup includes a M stocking type item that creates a work order and is a component of a top level parent configured item based on a smart part conditional P assembly inclusion rule
The issue can be reproduced at will with the following steps:
1. Add a sales order for a configured item with a manufactured component that also creates a work order
2. The associated P rules are added to the sales order
3. Run P31114 to complete the manufactured work order and get warning 32OR1
