E1: INST: Web Development Installer Gets Stuck At 95% (Doc ID 2263317.1)

For Tools Release 9.2.x (lower than, the web development installer gets stuck at 95%, and does not proceed any further.

The installation freezes at "deployE1.cmd", and and does not show any error on the screen, (even after waiting for more than 30 minutes).

The client needs to stop the installation manually.

At the time of installation there was no firewall running, and no antivirus, or antimalware running on the workstation.

The Install log, (installActions.log) shows the following error, saying that the domain was not created successfully:
