E1: 42B: BSSV JP420000 Issues Item Invalid Error When Using Customer Item Number

When setting up an item cross reference (P4104) and using SalesOrderManager BSSV (JP420000) to created orders it fails with error 0267 - Item Number Invalid. This happens when the Cross reference is set up with a blank address book number.
With the same set up P4210 and R47011 create the order successfully.

STEPS TO DUPLICATE:
1) P4104: Set up Item cross reference without an address number
2) P4210: Enter order for Cross reference item number
3) Drop of line and correct item number is retrieved from cross reference
4) OK to confirm Order and order is created
5) Set up SalesOrderManager JP420000 to enter order with Cross reference number
6) Error 0267 - “Item Does not exist” is issued
