E1: SEC: User Password Corruption after Administrative Password Change

When a user changes another user's password via the Administrative Password Change application, the user whose password was changed can no longer login. The jde.log from the fat client machine has the following message:

 Everything works fine if the user changes their own password. It appears that the password change via the Administrative Password Change application is corrupting the password in F98OWSEC.
